This custom transformer is a filter that lets either all data or zero data through. It's designed to be used as a switch to turn on/off reading of datasets. Jeff says "We have to put it after each source featuretype and publish the parameter so that from the commandline (or even better: out of an ArcGIS Geoprocessing Model), we can set wich dataset to translate (or not)."

Of course, it doesn't stop FME reading the dataset first, but it does enable a user to easily throw-away data that is not required for processing.
